The biggest issue facing the traditional model of government contract awards is that the process is wildly outdated. Technology advances rapidly, and in recent history, by the time federal agencies draw up their list of needs and requirements for a request for proposal (RFP), award contracts, and receive the finished product, many months or even years have passed. In some cases by the time the contract is sent out for bid, their needs have changed. This model makes it very difficult for government contractors seeking to work with the defense industry.
